Community Benefits Agreements butt heads on ballot

Detroit residents will decide in November whether to approve a Community Benefits Agreement, or C-B-A. But the ballot is expected to have two competing CBA proposals. A Community Benefits Agreement is a legally binding contract between developers and the neighborhoods impacted by the development. In most cases the developer is receiving tax credits from the city and a CBA guarantees the developer pays for certain programs or projects in the affected community. Former legislator and Attorney for Sugar Law Center for Economic and Social Justice, Rashida Tlaib is working with proponents of Proposal “A”. She tells WDET’s Amy Miller that the two CBA proposals come from very different intentions.
