Andy Smarick is a senior fellow at the Manhattan Institute, where his work focuses on education, civil society and the principles of American conservatism. He says giving people power at the local level is important.

“It makes sense to give people power over their lives through school choice or community empowerment and we should protect those things,” says Smarick.

Rafael Mangual is the head of research for the Policing and Public Safety Initiative at the Manhattan Institute. He recently wrote the book “Criminal (In)Justice: What the Push for Decarceration and Depolicing Gets Wrong and Who It Hurts Most.” He says police use force a lot less than many believe.

“I think that the police reform debate is based on a lot of misconceptions, one of them being that police use of force is common or likely outcome of a police-citizen interaction,” says Mangual.
