“Should the Detroit City Council approve the Belle Isle state park plan?”

Detroit Mayor Dave Bing and Michigan Governor Rick Snyder unveiled a plan to turn Belle Isle into a State park for the next 30 years. A $10 annual fee would help pay for improvements.
