State Budget Balancing on Back of Municipalities

Over the past 10 years, Michigan state government has diverted more than $5 billion in “statutory revenue sharing” that —by law — was supposed to go to local communities. Craig discusses it with Dan Gilmartin of the Michigan Municipal League and Eric Lupher; Director of Local Affairs for Citizens Research Council who issued a report concluding the state has kept the funds to help balance the state budget “on the backs of” local communities and the essential services they must provide.
