On Monday, Highland Park's Emergency Manager Joyce Parker proposed turning the city's school district over to a charter operator in an effort to keep the schools open and avoid financial collapse. Craig speaks with Gary Miron, former Western Michigan University Professor and Charter Schools expert, about the possibility of Highland Park Schools being turned over to a charter operator and what that might mean for Highland Park residents.
