Detroit Mayor Dave Bing promised not to close any of the city's recreation centers in his State of the City address Wednesday night. It's part of Bing's plan to keep youth involved and protected from crime. City Council President Charles Pugh says the mayor shouldn't have made such a promise, because Detroit's finances might not allow Bing to keep it.
