Michigan's emergency manager law is suspended until voters decide in November whether to repeal the law. That has caused some confusion among elected officials in Detroit and other communities as to who's in charge. The City of Detroit has a consent agreement with the state to address the budget crisis, but the validity of the agreement is also being debated. With the large deficit threatening Detroit's future, WDET's Pat Batcheller asked City Councilmember Saunteel Jenkins if she ever gets frustrated with the ongoing battles among city officials, workers, and residents.
