Governor Snyder's office is expected to present details Tuesday of a proposed consent agreement between the state and the City of Detroit. It's expected to outline the steps Mayor Dave Bing and the city council must take to keep him from appointing an emergency financial manager for Detroit. While the details have yet to be made public, sources inside city government tell WDET's Quinn Klinefelter that the draft of the agreement could limit the power of elected officials.
