Council Finds Bing Plan Lacking

Detroit Mayor Dave Bing says his administration has found new ways to trim the city's budget, and avoid the appointment of an emergency financial manager. Bing presented his latest plan to the City Council on Thursday. It calls for a thousand layoffs before the end of February and privatizing D-DOT bus service. But Bing says there's more work to to before a state review team recommends action to Governor Snyder. City Council President Charles Pugh says Bing's plan needs more.
