The Detroit City Council and Mayor Dave Bing met Tuesday to talk about the city's budget crisis. One topic being considered is a consent agreement with the state that would give city leaders broader budget-cutting powers without the need for an emergency financial manager. The two sides still have a number of differences over how to keep Detroit from running out of money early next year. Bing wants to lay off about 1,000 city workers.
