Detroit Mayor Dave Bing addressed the region Wednesday night on the state of the city’s finances.
Speaking at Detroit's Northwest Activities Center, Bing warned city residents that sacrifices are needed to keep the state from appointing an emergency financial manager for the city.
A new report compiled by the consulting firm Ernst and Young says the city could run out of money by April unless drastic action is taken soon.
