Ecorse has had an emergency financial manager since 2009. Governor Jennifer Granholm appointed Joyce Parker to the position in the wake of a corruption scandal involving elected officials in the downriver suburb. At the time, Ecorse had millions of dollars in debt. Today, the budget is balanced, though it came through many painful cuts. WDET's Pat Batcheller asked Joyce Parker to explain how she balanced the books, and what she's doing to ensure Ecorse stays solvent after she leaves.
