Wayne County Executive Robert Ficano says he’s worked hard to keep the budget balanced despite a 30 percent drop in property tax revenue since the foreclosure crisis began five years ago. But in his State of the County address Monday night, Ficano called for changes in the property tax system that pays for local government services.
