Do Emergency Managers Have Any Power?

Michigan’s emergency manager law is on hold until voters decide next month whether to restore it or repeal it. Last week, opponents of Public Act Four filed a lawsuit asking the courts to remove all emergency managers currently serving in Michigan. The suit argues that those managers have no authority, even though Governor Snyder has said that the state reverted to the old emergency manager law that was in effect before Public Act Four. John Philo is with the Sugar Law Center, one of the groups suing the state. He explained the center's position to WDET's Pat Batcheller.
