EFM Faces Challenges Keeping Detroit Out Of Bankruptcy

Detroit’s emergency financial manager Kevyn Orr is a bankruptcy lawyer. And while he says he doesn’t want to lead the city into bankruptcy, he made it clear to everyone when he was appointed that he’s not afraid to use the threat of bankruptcy as a bargaining tool to fix the city’s finances. Dr. Eric Scorsone is a Michigan State University economist with expertise in municipal finances. WDET's Pat Batcheller asked Dr. Scorsone what Orr needs to do to keep Detroit out of bankruptcy.
