The City of Ecorse has a budget surplus for the second straight year, with a balance of $2.4 million in its general fund. That’s impressive, considering the city of 9,000 people had a deficit of $14.6 million in 2009. At the time, Governor Jennifer Granholm appointed Joyce Parker as the emergency financial manager for Ecorse. WDET's Pat Batcheller asked Parker how she turned around a city with money problems that were at least as bad as--if not worse than--Detroit's. Click on the audio link to hear the conversation.
