Voters in Detroit approved Proposal C on Tuesday, which authorizes sweeping changes in the city charter. About 10 percent of the city's regsitered voters cast ballots, and of those, 58 percent voted yes. The new charter will set council elections by district, and create an inspector general to monitor city government and root out corruption.
