The head of the union representing the majority of city workers in Detroit says Mayor Dave Bing is requesting a summit with organized labor groups this week. Al Garrett – head of AFSCME Council 25 – notes the move comes weeks after Bing said the state could appoint an emergency manager over Detroit’s finances if unions did not make concessions. WDET’s Quinn Klinefelter talked with Garrett about where he sees negotiations headed.
