Some experts predict the US could become the world’s leading producer of oil within a decade. That’s because the process known as “fracking” is unearthing vast new reserves of oil in portions of the country. Just exactly what the US should do with that oil -- which many domestic refineries are not set-up to handle -- remains a vexing policy question.
