Congress avoided what the U.S. Treasury Secretary once warned would mean falling off a financial cliff this week by reaching a budget deal to fund the government for the next six months. It happened without the partisan rancor displayed during last year’s debates over government spending and raising the federal debt ceiling. The deal came together so quickly, with so little bickering, it took some Michigan lawmakers by surprise.
