Private Team Takes Over Detroit Bus System -- Sort Of

The Governor’s office is sending Detroit’s City Council a proposed consent decree which could stave off the appointment of an Emergency manager over the city’s finances. Part of the cost-cutting measures already undertaken by Detroit Mayor Dave Bing includes inserting a private management team to head the city’s troubled bus system.
