GOP Congressman Says Sequester Will Happen, Ignite New Budget Debate

It appears likely the across-the-board spending cuts in federal programs – known as sequestration – will begin being phased-in tomorrow. And at least one Republican member of the U.S. House says that will be a good thing – if it sparks a new round of negotiations about which programs should be cut and by how much.
