Flood waters have also closed-off portions of highways leading to the city… Streams of water as deep as five feet covered stretches of Interstate 75 near Flint and Flint Township. A storm doused the area with five inches of rain – cutting power to Flint’s downtown and the City Hall. Floodwater burst through basements and up to the first floor of several homes. Firefighters evacuated some people trapped in apartments and townhomes. Others waded through waist-deep water to escape. One semi-truck driver attempted to make it through the rising water, then stalled his engine as he tried to back out. He was left standing on top of the truck’s cab for roughly seven hours until rescue boats took him to safety.
