Detroit Mayor Dave Bing said during his annual State of the City address that the city faces the most critical time in its financial history. Bing says he and Michigan’s governor agree they do not want the state to take over the city. Detroit could run out of cash within a month or two and will have a 50 million dollar budget deficit by June. So Mayor Bing says he is negotiating union concessions and preparing cuts in services and personnel to keep the state from appointing an emergency manager to take over the Detroit’s finances. Bing said, “Regardless of the emergency manager law Detroit must preserve its financial integrity and maintain control of its future.” Bing also praised federal and community efforts to help control crime in a city that is ranked one of the 10 most violent in the nation.
