Peruvian Developer Buys Time, But Not Packard Plant Yet.

Wayne County is giving a Peruvian developer a bit more time to make good on his $400-thousand bid to buy the old Packard Plant. Fernando Palazuelo was expected to make a 10-percent down payment on the property. He has until December 18th to complete the purchase. WDET's J.
